    Proposal:

    State elections are for state offices such as governor, attorney general, state legislators to make state laws, and federal legislators to represent the state in the federal legislature.

    If the federal legislature has two chambers, both types of representatives would be elected in the same manner by state elections.

    Everyone living in the state who is eligible to vote should register for the elections and all their votes should be tallied for all the candidates. Each voter should have one vote per position being filled.

    Intent:

    To elect the state officials democratically in a fast and secure way.

    Discussion:

    This eliminates the possibility of gerrymandering because the votes from all voting districts in the state are tallied so changing the voting district boundaries would not affect the outcome for elections of state officials.

    Each voting district certifies and publishes its tallies, so local governments adding up tallies from voting districts and certifying their totals can be checked by independent observers who can reproduce the results. Similarly, the state government cannot influence the results because they must add up and certify the results and independent observers can reproduce this.
