Intent
To advise the Director and to make decisions on routine matters and on matters in which procedure and due process are of paramount importance.
Proposal
Each institution shall have an Institutional Council. The council shall be named after the institution it serves, such as Military Council, Medical Council, etc.
An Institutional Council shall have not less than 3 members and not more than 10 members.
The Director appoints members to the Institutional Council. The Director may remove a member from the Institutional Council for any reason.
The council is responsible for advising the Director. The council cannot vote to remove the Director or to make any decisions regarding the role of Director in general or the specific person in that position at the time. Only the legislature can impeach a Director and only an Institutional Supreme Court or a federal court can limit or force specific conduct of a Director in a specific matter.
