    Proposal:

    A federation must adopt a constitution to establish how it operates, how it is governed, the relationship between the member states and the federation, how a member state can join or withdraw from the federation, and the relationship between the people and the federation, including individual rights.

    Intent:

    To establish important foundational principles for federations.

    Discussion:

    This topic is unfinished and should be improved-upon by adding specific important clauses that should be in the federal constitution.
