Welfare is the concept of caring for people who don’t have the resources to be independent. It may include providing free or discounted food, clothing, housing, medical care, and social services.
Article 25.1 of the United Nations Universal Declaration of Human Rights states “Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control.” Some people don’t agree that this is or should be a right, because it then obligates other people to provide those resources and services without consent. However, it does provide a worthy goal — to ensure everyone has an equal opportunity to welfare.
