To ensure that any proposed foreign policy is thoroughly considered and favored before adoption and that, once adopted, it is only further amended via the same process.
Proposal
The Legislature shall enact laws encoding the foreign policy. The Executive shall communicate and act only in accordance with the enacted foreign policy.
Discussion
Foreign policy belongs to the people, enacted by the legislature. It is how the people decide to treat or deal with other nations. Once decided, it can only be changed by the people via the legislature.
The executive branch cannot make up its own foreign policy. To allow this would mean that every time a new president is elected there could be a drastic change to the foreign policy. While this might sound democratic because the president is elected, a president may be elected based on some campaign promises regarding foreign policy and then simply break those promises. Even in a hypothetical situation where campaign promises are binding (and they are currently not binding in any country), a president may be elected based on some campaign promises which may not have anything to do with foreign policy and then surprise the country by radically changing a policy which was not even discussed during the election.
If foreign policy can change drastically or radically every time a president is elected, then our allies will not be able to trust us. One president might make promises which might be kept until the end of the term and the next president may break those promises. That means allies can only establish trust in each president, one at a time, and make no lasting commitments.
All foreign policy, including ratification of any treaties, must be enacted by the legislature. This provides a basis for requiring the executive to act or not act in certain ways, and for impeaching a president who breaks the law by violating the foreign policy.
Foreign policy enacted by law makes the country stable and reliable for the people and the allies.
