Proposal:
The capital district shall not be admitted to the federation as a state.
All federal laws that apply to states shall apply equally to the capital district.
The capital district shall not appear in a list of states, but shall appear in a list of states and special districts and territories.
The residents of the capital district of a federation need a district government to administer the district equivalent to local and state government.
The residents of the capital district of a federation shall have representation in the federal government based on its population, like the states.
The residents of the capital district of a federation shall not have representation in the federal government based on its statehood, which it does not have.
Representatives of other states who work in the capital district are not considered residents of the capital district.
Intent:
The reason a capital district exists is so that no one state has a claim to the capital, but the people who live in it still need representation to protect and advocate for their interests.
Residents of the capital district shall not vote in federal elections, because the president and vice president and many people in their administration live and work in the capital district.
When the capital district is a city, it needs a local government and it needs power like a state but without the redundancy of a separate state government that only has one city to oversee.
When the capital district is a province (or county in the United States), it may need multiple local governments and a district government to oversee them and it needs power like a state but without the redundancy of a state government that only has one province (or county) to oversee.
When the capital district is the size of a state, it should be organized as a state with separate local and district-level government, but it must not be admitted to the federation as a state.
Discussion:
The reason a capital district exists is so that no one state has a claim to the capital. To make the capital district into a state and admit it to the union would increase jealousy and mistrust between the other states and a hypothetical capital state.
People who live in the capital district are there to either serve the interest of the federation directly, or to support the people who do providing services such as utilities, groceries, restaurants, schools, and so on. This proposal grants them some representation in the federation as a special capital district, but not as a state. If the people who live in the capital district want to have the same representation as anyone else, they should move to one of the states.
The residents of the capital district of a federation need a district government to administer the district equivalent to local and state government, including to enact laws for maintaining peace and harmony in the capital district, to maintain its own police force, education system, and other public services.
The residents of the capital district of a federation need representatives to protect and advocate for their interests.
Representatives of other states who work in the capital district are not considered residents of the capital district, even if they maintain a residence there, because they are residents of their home state or else they wouldn’t be able to represent it in the capital.
